Sailing Instructions

1. Rules

  • The racing will be governed by the rules as defined in the current Racing Rules of Sailing (2009 - 2012), except as altered by these Sailing Instructions or the Notice of Race.

  • This series is designated as an ISAF Category A (no advertising).


2. Entries

  • Competitors may enter by completing a registration form and checking in with the Race Committee prior to the start.

  • The registration form may be submitted in advance or within 24 hours of the start of the race to the contact listed on the Notice of Race.


3. Schedule of Races

First Preparatory Signal 2:00 PM

First Start 2:05 PM

Second Start (if necessary) 2:10 PM


4. Classes

  • Each boat shall register in either the Spinnaker or Non-Spinnaker Division.

  • All boats will start at the same time for Island Races.

  • If there are 10 or more boats, the RC may hold two starts, high PHRF rating (slower boats) first.


5. The Course

  • The course will be displayed on course boards hung from the Race Committee boat.

  • Parker Island (PI) and Ship Island (SI) will be listed as marks in the order that they are to be passed.

  • All islands are to be left to port unless a symbol on the course board is circled, in which case it is to be left to starboard.

  • All government navigational marks must be honored.

  • Boats may not pass between Barndoor Island and Little Barndoor Island.


6. Starting and Finishing

  • The starting and finishing lines will be between an orange mark and an orange flag on the Committee boat.

  • The line will be set off Melody Island at the mouth of Wolfeboro Bay, unless otherwise stated in specific race sailing instructions

  • Races will be started using Rule 26 (Five-minute starting sequence).

  • The Race Committee boat may give multiple sound signals approximately one minute prior to the warning signal for the first class. Failure to do so will not be grounds for redress. This changes Rule 62.1(a).

  • In the case of a second start, boats whose preparatory signal has not been made shall avoid the starting area.


7. Time Limit

  • If no boat arrives at the first mark within 1 hour the race will be abandoned.

  • If no boat arrives at the finish line within 3 hours the race will be abandoned.


8. Protests

  • Rule 44.1, the Two-Turns Penalty may be used if a rule of Part 2 is broken.

  • Rule 44.3 (20% Penalty) may also be used. A boat accepts this penalty by flying a yellow flag until finishing and immediately notifying the Race Committee of their acceptance of the Alternative Penalty.

  • If a boat does intend to protest, the Race Committee must be notified immediately after finishing. A US Sailing protest form (http://www.ussailing.org/racemgt/documents/ussapf.pdf) shall be submitted to the contact address (see Notice of Race) within 24 hours of the start of the race. Protests will be heard before the next race.


9. Safety

  • Prior to racing, each competitor shall sail past the stern of the Race Committee on starboard tack and hail her sail numbers until acknowledged by the Race Committee. Any boat failing to check in may be scored DNS (Did Not Start).

  • A boat which withdraws after checking in shall notify the Race Committee before leaving the racing area, or if that is impossible immediately upon arriving ashore.

  • Any boat involved in a collision that causes significant damage must report this by either protesting or completing an Alternative Penalty Acceptance form (http://www.ussailing.org/judges/forms/AlternativePenaltyAcknowledgementTable.doc). Failure to comply with this may result in a score of DNE Disqualified Not Excludable without a hearing.


10. Handicaps and Scoring

  • PHRF New England base handicap ratings will apply unless the owner supplies a current certificate. If there is no posted rating or current certificate for the boat, the Race Committee will assign a rating.

  • Rating adjustments:

    • Non-Spinnaker boats +3

    • First time spinnaker boats (notify RC at finish) +5

    • Second time spinnaker boats (notify RC at finish) +3

    • Third time spinnaker boats (notify RC at finish) +1

  • The low point scoring system will be used. If six races are sailed in the series, a throw out will be allowed.

  • The PHRF Time-on-Time handicap system will be utilized.


11. Cancellations

  • Cancellation of a race will be communicated by 11:00 AM on the day of the race :

    • Sent to each registered participant via email

    • Be communicated by calling WCYC @ 569-1234
